Melt butter in same pot over medium heat. Add onion and carrots, cook until soft, 6 minutes. Add garlic, cook 1 minute. Sprinkle flour over vegetables, stir for 2 minutes to make a roux.
Slowly pour in beef broth, stirring constantly to prevent lumps. Add potatoes and Worcestershire sauce. Bring to boil, then reduce heat and simmer for 15-20 minutes until potatoes are tender.
Add milk and cooked ground beef. Heat through, about 5 minutes. Don’t boil. Remove from heat and stir in shredded cheddar cheese until melted.

Instructions:
Season lamb cubes generously with salt and pepper. Heat oil in Dutch oven over medium-high heat. Brown lamb in batches, about 8 minutes total. Don’t crowd the pan. Remove and set aside.
Add onion and carrots to pot, cook until soft, 6 minutes. Add garlic and tomato paste, cook for 2 minutes. The meat gets so tender and the white beans soak up all that rich, winey sauce.
Pour in red wine and scrape up brown bits from bottom. Let wine reduce by half, about 3 minutes. Add beef broth, diced tomatoes, rosemary, and bay leaves. Bring to boil.
Return lamb to pot. Cover, reduce heat to low, and simmer for 90 minutes until lamb is tender. Add white beans, simmer another 15 minutes.
